Omar Abdullah Government Set for First Major Cabinet Expansion
The Jammu and Kashmir government led by Chief Minister Omar Abdullah is preparing for its first major Cabinet expansion and reshuffle since the National Conference-led administration took office in October 2024.
Senior National Conference leaders Ali Mohammad Sagar, Shamima Firdous, Mir Saifullah and Altaf Ahmad Kaloo are expected to be inducted into the Council of Ministers on Tuesday, October 27.
According to reports, the swearing-in ceremony is scheduled for 10:30 a.m. at Lok Bhavan in Srinagar. Lieutenant Governor Manoj Sinha is expected to administer the oath of office and secrecy to the incoming ministers.
Four National Conference Leaders Likely to Join the Cabinet
The proposed expansion is expected to bring four experienced legislators into the ministerial team.
The leaders likely to be inducted are:
Ali Mohammad Sagar: A senior National Conference leader and a seven-time MLA from the Khanyar constituency in Srinagar.
Shamima Firdous: A three-time MLA representing the Habbakadal constituency in Srinagar.
Mir Saifullah: A senior legislator from north Kashmir who represents the Trehgam constituency and previously represented Kupwara.
Altaf Ahmad Kaloo: An MLA from the Pahalgam constituency in south Kashmir who has also served as a Member of the Legislative Council.
According to reports, Ali Mohammad Sagar and Mir Saifullah have previously served as ministers, while Shamima Firdous and Altaf Kaloo are expected to enter the ministry for the first time.
Satish Sharma May Be Dropped From the Ministry
The reshuffle is also expected to involve the exit of incumbent minister Satish Sharma, an Independent MLA representing the Chhamb constituency in Jammu district.
Sharma currently holds portfolios that include Food, Civil Supplies and Consumer Affairs, along with Sports, according to reports.
The proposed changes are intended to accommodate new ministers while allowing Omar Abdullah to reorganise the distribution of responsibilities within the government. However, the final composition and portfolio allocations depend on the formal decisions announced following the swearing-in ceremony.
All Sitting Ministers Submit Resignation Letters
Ahead of the Cabinet expansion, all incumbent ministers submitted their resignation letters to Chief Minister Omar Abdullah.
The resignations were described in reports as part of the reshuffle process, giving the Chief Minister the option to decide which ministers would continue and whose resignations would be forwarded to the Lieutenant Governor.
The submission of resignation letters does not necessarily mean that every existing minister will leave the government. The final decision rests with the Chief Minister as part of the restructuring exercise.
Cabinet Strength Expected to Reach Nine
The Jammu and Kashmir Legislative Assembly has 90 elected seats. Under the applicable legal framework, the Council of Ministers in the Union Territory cannot exceed 10% of the Assembly's total strength.
This allows for a maximum of nine ministers, including the Chief Minister.
Before the proposed expansion, the Council of Ministers had six members, including Omar Abdullah, leaving three ministerial positions vacant. With four new inductions and the likely removal of one incumbent, the government is expected to reach its maximum permitted strength of nine members.
Congress Declines Cabinet Position
The Cabinet expansion comes amid continued uncertainty over the Congress's participation in the National Conference-led government.
The Congress has maintained that it will not join the Council of Ministers until full statehood is restored to Jammu and Kashmir.
Reports said Omar Abdullah made a fresh attempt to secure the party's participation by contacting Jammu and Kashmir Pradesh Congress Committee president Tariq Hameed Karra. However, Karra reportedly reiterated the party's position and indicated that the Chief Minister could proceed with filling the available ministerial positions.
Although the Congress and National Conference are alliance partners, the Congress has remained outside the Council of Ministers since the government was formed in October 2024.
Regional Representation a Key Factor
Regional representation is expected to remain an important consideration in the Cabinet reshuffle.
The four proposed inductees represent different parts of the Kashmir Valley, including central, northern and southern Kashmir. Their induction is expected to strengthen the National Conference's representation across these areas.
The reshuffle also comes amid discussions within the party over seniority, ministerial responsibilities and the accommodation of legislators who have been seeking Cabinet positions.
The final distribution of portfolios is expected to clarify how the government intends to balance regional representation and administrative responsibilities.
Omar Abdullah Had Said the Ministerial List Was Finalised
Omar Abdullah had earlier indicated that the list of incoming ministers had been finalised after consultations with National Conference president Farooq Abdullah.
The Chief Minister had also urged party colleagues not to repeatedly approach him regarding ministerial positions, saying that the decision had already been taken.
The expansion follows months of discussions within the National Conference over vacant ministerial positions and the structure of the government. It marks the first major reshuffle since the administration took office two years ago.
What Happens After the Cabinet Expansion?
Following the swearing-in ceremony, the government is expected to reorganise ministerial portfolios.
Reports suggest that Omar Abdullah may relinquish some of the departments currently held by him, while existing ministers could also receive revised responsibilities.
The formal composition of the expanded Cabinet and the allocation of portfolios will determine how the government distributes its administrative workload during the next phase of its tenure.
