Odisha Makes 75% Attendance Mandatory for Free KG-to-PG Education; Professional Courses Exempt

Odisha links free education benefits to classroom attendance, exempts professional course students

The Odisha government has introduced a 75% minimum attendance requirement for students seeking to benefit from its flagship free KG-to-PG education scheme, a move aimed at encouraging regular classroom participation and improving learning outcomes.

According to the new guidelines, students enrolled in government educational institutions must maintain at least 75% attendance to continue receiving the benefits of the scheme. However, the attendance rule will not apply to students pursuing professional and technical courses, who have been exempted from the provision.

The decision is part of the state's broader effort to strengthen the quality of education while ensuring that government-funded welfare schemes translate into meaningful academic engagement.

Attendance made a key eligibility criterion

Officials said the attendance condition has been introduced to encourage students to attend classes regularly and make better use of the educational support provided by the government.

The KG-to-PG free education initiative covers tuition fees for eligible students studying in government institutions, with the objective of making higher education more accessible, particularly for economically weaker sections.

By linking the scheme to attendance, the government hopes to improve academic performance, reduce absenteeism and enhance overall educational standards.

Professional and technical courses exempt

While the 75% attendance requirement applies to most students under the scheme, those enrolled in professional and technical programmes have been exempted.

Officials indicated that these courses often have separate academic regulations, practical training requirements and attendance norms governed by universities or professional councils. As a result, they will continue to follow their existing institutional guidelines.

The exemption is expected to prevent any overlap or conflict with the regulatory frameworks governing professional education.

Move aims to improve learning outcomes

Education experts have long argued that regular classroom attendance plays a crucial role in improving student performance and reducing dropout rates.

The Odisha government's latest decision reflects an emphasis on ensuring that financial assistance is accompanied by active participation in the learning process.

Officials believe the measure will help maximise the impact of public spending on education while encouraging greater accountability among beneficiaries.

Students, institutions to adapt to new norms

Educational institutions across the state are expected to monitor attendance more closely under the revised guidelines.

School and college administrations may also be required to maintain updated attendance records to determine students' eligibility for the benefits provided under the scheme.

The government has advised institutions to create awareness among students about the new eligibility criteria to ensure a smooth implementation.

Strengthening access with accountability

Odisha's KG-to-PG free education programme has been one of the state's flagship initiatives to expand educational opportunities across different levels of learning.

With the introduction of the attendance requirement, the government aims to strike a balance between widening access to education and promoting academic discipline.

As the policy comes into effect, its impact on student attendance, academic performance and enrolment trends will be closely watched by educators and policymakers alike.
