Centre tells Supreme Court fresh tribunal reforms Bill likely in Monsoon Session

The Central government on Monday informed the Supreme Court that it is likely to introduce a fresh Tribunal Reforms Bill during the ongoing Monsoon Session of Parliament, signalling another attempt to overhaul the legal framework governing tribunals across India.

The submission was made during the hearing of petitions concerning the appointment, tenure and service conditions of members of various tribunals.

Centre seeks time

Appearing before the court, the Centre said the proposed legislation is at an advanced stage and is expected to be tabled in Parliament during the current session.

In view of the impending legislation, the government requested the Supreme Court to defer consideration of issues that may be addressed through the proposed law.

The Bench took note of the Centre's submission while hearing the matter.

Tribunal reforms under scrutiny

The functioning of tribunals has remained under judicial scrutiny for several years, particularly regarding vacancies, appointment procedures and the independence of quasi-judicial bodies.

The Supreme Court has, in previous rulings, emphasised the need to ensure that tribunals function efficiently and remain independent while delivering justice in specialised matters.

Several petitions pending before the court challenge aspects of the existing legal framework governing these institutions.

While the Centre did not disclose specific provisions of the proposed Bill, it indicated that the legislation would seek to address issues concerning the administration and functioning of tribunals.

The move follows earlier tribunal reform measures that have been debated both inside and outside Parliament, with questions raised over appointments, tenure and institutional autonomy.

After recording the Centre's submission, the Supreme Court is expected to take up the matter again after further developments regarding the proposed legislation.
