Siddaramaiah’s Possible Delhi Shift Triggers New Power Debate in Karnataka

The Congress leadership is once again facing uncomfortable questions over Karnataka’s power structure after reports emerged that Chief Minister Siddaramaiah may eventually be shifted to the Rajya Sabha. The speculation has revived discussions around whether Deputy Chief Minister D. K. Shivakumar could finally take charge of the state government.

But senior party leaders say the situation is far more complicated than a simple leadership handover.

According to Congress insiders in Bengaluru and Delhi, the high command is exploring multiple options to balance caste equations, regional power centres and national parliamentary strategy. While Siddaramaiah’s administrative experience is seen as valuable for the party at the national level, there appears to be no final decision yet on replacing him as chief minister.

Political observers believe the Congress is trying to avoid a repeat of internal instability that has damaged several opposition governments in recent years.

Why the Rajya Sabha Rumours Began

The latest round of speculation gained momentum after closed-door meetings involving senior Congress strategists and Karnataka leaders in Delhi. Sources familiar with the discussions indicated that the party is considering stronger parliamentary voices in the Rajya Sabha as it sharpens its attack on the BJP ahead of the next national election cycle.

Siddaramaiah, a mass leader with strong OBC backing in Karnataka, is viewed within the Congress as someone capable of playing a larger national role. His aggressive criticism of the BJP government and experience in governance have strengthened that argument.

However, the proposal immediately triggered political chatter in Karnataka because of the long-running understanding between Siddaramaiah and Shivakumar camps.

When Congress formed the government in 2023, there were strong rumours of a rotational chief minister formula between the two leaders. Although the party never officially confirmed such an arrangement, supporters of Shivakumar have repeatedly argued that he deserves an opportunity to lead the state after helping rebuild the Congress organisation in Karnataka.

Why Shivakumar May Still Have to Wait

Despite renewed expectations among Shivakumar loyalists, several Congress leaders believe the party is unlikely to risk an abrupt leadership change at this stage.

One major concern is Siddaramaiah’s continuing popularity among backward communities and welfare beneficiaries. Schemes such as Gruha Lakshmi, Anna Bhagya and Shakti have become central to the Congress government’s image in Karnataka. Party strategists fear that replacing him too early could create confusion among voters.

Another factor is internal faction management.

While Shivakumar commands enormous influence within the Vokkaliga community and the party organisation, not every Congress MLA is convinced about a transition right now. Some legislators worry that a sudden power shift could reignite factional tensions and weaken governance before crucial local elections.

A senior Congress functionary familiar with the discussions said:

“The leadership knows DK Shivakumar’s contribution cannot be ignored. But timing is everything in politics. Stability is the priority right now.”

The Congress high command is also aware that the BJP and Janata Dal (Secular) are closely monitoring the situation. Any sign of instability within the ruling party could provide fresh ammunition to the opposition.

The BJP’s Political Attack

The BJP has wasted no time targeting the Congress over the leadership speculation.

Several BJP leaders accused the ruling party of prioritising internal power struggles over governance. Opposition leaders claimed Karnataka has been witnessing “parallel power centres” since the Congress came to power.

A BJP spokesperson in Bengaluru alleged:

“The Congress government is constantly distracted by chair politics. People voted for governance, not daily succession drama.”

The Congress has officially denied any immediate crisis. State ministers insist Siddaramaiah continues to enjoy the confidence of both MLAs and the central leadership.

Still, the repeated emergence of leadership rumours suggests the issue remains politically sensitive.

What This Means for Karnataka Politics

The uncertainty surrounding Karnataka’s leadership is significant for multiple reasons.

First, Karnataka is currently the Congress party’s biggest state government in southern India. Maintaining unity there is crucial for the party’s national opposition strategy.

Second, the Siddaramaiah-Shivakumar balance represents a delicate social coalition. Siddaramaiah remains influential among OBC and AHINDA voters, while Shivakumar is the Congress’s strongest Vokkaliga face. Disturbing that equation without careful planning could affect the party’s electoral arithmetic.

Third, the Congress leadership must also think beyond Karnataka. The Rajya Sabha speculation hints at broader national calculations involving Parliament strategy, coalition politics and leadership positioning ahead of future Lok Sabha battles.

Political analyst Sandeep Shastri noted that the Congress faces a classic dilemma.

“The party has two powerful leaders with different support bases. It needs both. The challenge is managing ambition without damaging governance.”

Public Mood and Grassroots Reactions

Among Congress workers, reactions have been mixed.

Supporters of Shivakumar argue that he honoured the party during difficult years and deserves the top post. Social media campaigns demanding “DK for CM” began trending soon after the reports surfaced.

At the same time, Siddaramaiah loyalists insist that changing leadership now would send the wrong signal to voters. Many welfare scheme beneficiaries continue to strongly associate the government with Siddaramaiah personally.

In Bengaluru, Mysuru and Mandya, local party units have reportedly been instructed to avoid public statements on succession politics.

What Happens Next

For now, there is no official confirmation that Siddaramaiah will move to the Rajya Sabha or vacate the chief minister’s chair anytime soon.

But the speculation itself reveals growing pressure inside the Congress to define Karnataka’s future leadership roadmap.

Much will depend on:

  • Upcoming electoral calculations

  • Congress high command strategy

  • Performance of the Karnataka government

  • Internal negotiations between the Siddaramaiah and Shivakumar camps

Political observers expect the issue to resurface repeatedly over the coming months, especially if national responsibilities for Siddaramaiah expand.
