TMC's Derek O'Brien urges PM Modi to convene all-party meeting on FCRA and delimitation

Senior Trinamool Congress (TMC) leader and Rajya Sabha MP Derek O'Brien has urged Prime Minister Narendra Modi to call an all-party meeting to discuss two contentious issues—the proposed delimitation exercise and matters related to the Foreign Contribution (Regulation) Act (FCRA).

In a letter to the Prime Minister, O'Brien argued that both subjects have far-reaching consequences for India's democratic framework and federal structure, and therefore require consultation with all political parties before any major decisions are taken.

TMC seeks wider political consultation

According to O'Brien, an all-party meeting would provide an opportunity for political stakeholders to present their views on the proposed delimitation process and concerns surrounding the implementation of the FCRA.

He maintained that issues affecting electoral representation and the functioning of civil society organisations should be discussed through consensus rather than unilateral decision-making.

The TMC leader said such consultations would strengthen democratic institutions and promote transparency.

Delimitation remains a political flashpoint

The delimitation exercise has emerged as a major political issue, particularly among several southern and eastern states, which have expressed concerns over the possible impact on parliamentary representation.

Opposition parties have argued that states that successfully controlled population growth should not face a reduction in their relative representation in Parliament.

The Centre has maintained that any future delimitation will be carried out in accordance with constitutional provisions.

FCRA concerns also raised

O'Brien also sought discussions on issues related to the Foreign Contribution (Regulation) Act, legislation that governs the receipt and utilisation of foreign funds by non-governmental organisations and other entities in India.

Opposition leaders and several civil society organisations have previously voiced concerns over the implementation of the law, while the government has maintained that the Act is necessary to ensure transparency and accountability in foreign funding.

Awaiting the Centre's response

The Prime Minister's Office has not yet publicly responded to O'Brien's request for an all-party meeting.

The demand comes amid an increasingly confrontational political atmosphere in Parliament, where the ruling National Democratic Alliance (NDA) and Opposition parties have clashed over a range of legislative and governance issues.

Whether the Centre agrees to convene such a meeting is expected to become clearer in the coming days.
